So, what's the difference between an OIC and an acting official? The Administrative Code of 1987 gives the President the authority to make temporary designations, with a one-year limit. An Officer-in-Charge (OIC) has limited powers, mainly focused on administrative duties and keeping the office running smoothly until a permanent replacement is found. Think of them as the caretaker.
An acting official, on the other hand, is considered the incumbent of the position and has more extensive powers. This means Vida now has a broader scope of authority within the DOJ.
Who is Fredderick Vida?
According to his DOJ profile, Vida's journey to this role has been quite impressive. He started as an Assistant Secretary in January 2023, then became an undersecretary in October of the same year. He also served as an Assistant Secretary in the Office of the Chief Presidential Counsel back in 2006, under President Gloria Macapagal Arroyo.
But here's where it gets interesting: Vida also has a background in local politics. He was the vice mayor of Mendez-Nuñez in Cavite in 2007 and then served as mayor from 2013 to 2022. He even led the Mayor’s League of Cavite from 2019 to 2022.
Vida's educational background includes a political science degree from the University of the Philippines and a law degree from Ateneo Law School. He passed the Bar Examinations in 1996 and was admitted to the Bar in 1997.
His legal career began in a private law firm before he established his own.
