The heart of the matter lies in the numbers. The fertility rate in rural Telangana is currently at 1.7, significantly below the replacement rate of 2.1. Seethakka observed that citizens are now choosing smaller families. She cautioned that a sharp decline in population growth could have negative consequences. To address the declining fertility rate and facilitate local body elections, the government is amending the Telangana Panchayat Raj Act, 2018. The bill has now replaced an earlier ordinance.
